Search engine optimization (SEO) of a website implies on-site and off-site optimization. On-site SEO begins with your site's architecture and navigation design. It then goes on to include your site's Page Title tags, META tags, formatting tags, hyperlinks, and above all - copy. Taken together, all these elements contribute to a successful SEO of a site.
Off-site search engine optimization means pretty much one thing - building back links. The larger the number of back links pointing at your website, the better it is for your SEO. If some of those links come from reputable websites, i.e. those with Page Rank 4+, your SEO will be noticeably higher. If those websites are in your area of expertise and/or in your geographical location, you will derive the most benefit. One back link from a reputable website with PR5 in your field of expertise and your geographical location worth more than 100 simple links. Such links are called "quality" links and they are not easy to obtain. Hence, most website owners decide to pursue a "mix" of link building techniques: get as many quality links as possible but build as many simple links as possible as well - "href" is an "href" after all!
Search engine optimization, and website ranking in general, is by definition a point-based system. Some areas are more important than others, which allows you to prioritize.
